Update frigate docker image

If the docker image is running currently. First we need to try download the latest or stable version:
docker pull ghcr.io/blakeblackshear/frigate:stable

Or this option:
docker pull ghcr.io/blakeblackshear/frigate:0.16.0

Then if you are running with docker compose:
docker compose down frigate

Then run docker compose up:
docker compose up -d
